[smufl-discuss] Downwards signum congruentia

Hi Daniel,

In programming SMuFL support in LilyPond, I have been manually
creating mappings for parts of lily's Feta font.

So far I have found one glyph present in Feta but not in SMuFL, and
that is the downwards signum congruentia, as seen here:
http://lilypond.org/doc/v2.18/Documentation/notation/the-feta-font#script-glyphs

I admit I don't know what a signum congruentia is or why it has a
downward version, but I'm guessing that this is worth adding to SMuFL.

I join (for what is worth...) the request.

And, as we are at it:

1) I believe it should be named "signum congruentiae", with a final "-e".
2) Isn't it the case to extend the standard name into "mensuralSignumCongruentiae" (possibly with ..."Up" and ..."Down" suffixes)? There may easily be more mensural signa in the future...

Incidentally, in the same section, I just noticed the addition of coloration start and end marks! Great!
