We already have a dotted barline glyph in the 'Barlines' range, and we're
not specifying how many dots should be used. So if it would be
stylistically appropriate for a font to use four dots, that's fine.
Alternatively, if this is not actually a dotted barline itself but rather
a convention whereby four dots are used instead of two for repeat
barlines, I would suggest that again it is up to the font designer to use
four dots rather than two for the glyphs in the 'Repeats' range, or at
most to implement these four-dot versions as recommended stylistic
alternates.
