There's no formal process for validating SMuFL-compliant fonts. Partly this is because there haven't been any made available for release yet apart from Bravura, but partly also because we haven't discussed it.
My gut feeling is that there's no need for us to have a formal process at this stage. I would simply encourage any font developers to let me know about their SMuFL-compliant fonts as they become ready, so that I can add them to the SMuFL web site, with details of how people can get hold of them, and under what licensing terms.
