Yes, that are just two glyphs.
I don't think it is good idea to use these Unicode-arrows for the arrows
that look like articulation. The way they are drawn in the existing
fonts makes them useful for some other use (e.g. dividing staves). I
also think it would be wrong to use phonetic modifiers, since they are
sometimes needed in the scores.
