No, it isn't, and the current (as yet unreleased) version of Bravura has much more realistic ascender and descender values set, which solves this problem at the expense of making the font ever more unsuitable for use in a text-based application, which is unfortunate but unavoidable.
I can't currently provide an estimate for when a new revision of SMuFL and/or Bravura might be released; I have a short list of proposed SMuFL changes to work through, but am currently focusing my energies elsewhere.
If you want to get a look at a version of Bravura with more suitable (much larger) ascender/descender values, I'd be happy to share it with you informally.
