I've been in touch with Christian Texier, the designer of the Tempera font
(among others), and I asked him how widely-used and standard these symbols
were. He admitted that they were not especially standardised or widely
used.
I think we need to place some kind of a barrier on inclusion in SMuFL
other than simply "these symbols exist, so they should be encoded." I'm
not sure exactly what that barrier should be, and the world of microtonal
music appears to be an area where there is still a great deal of
experimentation and therefore a lack of standardisation. If there is
consensus that Maneri-Sims, Tartini-Couper, Johnston, Extended
Hermholtz-Ellis JI Pitch Notation, AEU (for Turkish/Arabic music) and
Sagittal notation are all standard enough to include them, then great, but
from the little I know of Texier's system, it hasn't been especially
widely adopted.
