There's no specific reason I can remember for this.
If I opt to have a regular breve in both composites, would it be most appropriate to create an alternate, or could I just put the 'regular breve in large circle’ at the regular code point (U+E0EB?
Sure, there's no reason to prefer the square version over the round version in this specific case.
