It seems to me that it should be the scoring software's job (and the
engraver's, too) to understand the semantic differences between a
"beginning of system" clef and a "clef change" clef, and implement the
size-reduction on the software side. Not only would that reduce the
amount of work the font designer is required to do and save space
within the font standard, but it would also allow for the
engraver/software greater flexibility and control over their
documents.<
I'm afraid that still sounds to me like choosing the same code point but a
different font size to print 'S' instead of 's' when writing out text. That
too would be more 'flexible' - though the flexibility is just as unnecessary
as in the case of clefs.
[And having seen all the unnecessary duplication and symbols in the font
already (upside down clefs, mirrored clefs, clefs with 8 attached, clefs
with 15 attached, two sizes for each of 4 and 6 string tab clefs, notes with
stems and flags as well as note heads and flags alone, accents with attached
staccato marks, as well as accents and staccato alone), I hadn't realised
that space was at such a premium. Furthermore the reason for some of this
is specifically to duplicate the musical symbols section, which by
definition is a waste of space of the size of the musical symbols area.
And it seems incongruous that there are plans to use all sorts of details of
OpenType font specification, while shying away from the most basic and far
more general feature of Unicode - that there are symbols outside the BMP.]
