Not currently, no, and it’s not exactly in wide spread use. It’s inclusion in the Emmentaler font, perhaps warrants it’s inclusion in an upcoming version, but only as an optional glyph (i.e., a stylistic alternate).

In my own upcoming font, which to a certain extent intends to emulate the particular look of french publications from the first half of the 20th century, it will feature as the default c clef, I intend to include the regular c clef as a stylistic alternate as well.

That wasn't the intention, no. The "varC" clef shape in LilyPond is, to my
mind, an alternative stylistic appearance for the existing C clef, i.e.
the character cClef (U+E05C).

The cClefCombining character was suggested by Emil Wojtacki, and you can
see some discussion (from June 2013) here:

He says:

"I suggest combining C clef for proper setting in cues or at clef change
in vocal scores (tenor part following soprano on the same staff). This
element must always be placed on the third space, rather than rescaled
together with g-clef."

So in SMuFL, the character gClef8vbCClef (U+E056) is the equivalent of the
LilyPond clef type tenorG, but as far as I can see, there's no direct
equivalent to the cClefCombining character among the LilyPond clef types.
