Yup, your pretty much correct. Here is their official languageÅ 

"One arrow beside a note indicates that a handbell which has been held as
a constants should be returned to the table at the end of the note value.

A double arrow indicates that both handbells held in the same hand should
be tabled together as a pair, in four-in-hand (or Shelley) configuration."
