It could, but I'm not sure that it should. As you say, "Behind Bars"
provides pretty clear (though not completely unequivocal) advice on the
scale factors to be used for clef changes, grace notes, and cue notes, but
I'm not certain that these specific decisions are intrinsically within the
font designer's remit. The exact scale factors to be used are ultimately
the decision of the engraver and/or the publisher (or its specific house
style).

What is really needed is flexible scoring software that allows these three
things to be set independently. Simply adding this information to a
font-specific metadata file does nothing to make such flexibility
available in existing scoring software, alas.
