I remember now watching a seminar years ago that the openness of the OpenType format is that new tables can be embedded into the fonts as required by font developers for their individual purposes. If this is true, it seems to me that the presence of a SMuFL table in an OpenType font is all that is required. And now that I think about it, this table could be used for font metadata too. I don't believe that this is a practical approach, but it seems like an option if my understanding is correct.
