You're right, of course, that the eventual angle of the split stem falls within a pretty wide range. What I did to determine the anchor point was put the glyph into Illustrator, then draw a line of the same thickness as our recommended stem width, and then try a variety of different angles to see where the end of the line would e.g. poke into the counter in the half note notehead at different angles. It's not perfect, by any means, and perhaps as our own application's drawing becomes more sophisticated, we may even want to define multiple anchors for our own purposes, according to the eventual angle of the split stem.
