Yes, exactly.

Correct. To be SMuFL-compliant, a font should conform to the
recommendations for glyph registration and font metrics, should encode
symbols at the locations that SMuFL specifies for recommended glyphs, and
should preferably be distributed with JSON metadata of the format defined
in the SMuFL specification to help consuming applications understand the
font as fully as possible.

I'm not sure whether this would be a practical thing to achieve, given
that (as David said originally) composers tend to be an awkward bunch and
mix and match symbols freely as they see fit.
