Yes, I believe the problem is related to GDI. I recall that back when we
were using GDI for drawing in Sibelius, the brace character would not be
drawn with smoothing if the distance between the two staves of the piano
got sufficiently large that the glyph had to be stretched significantly,
and this is indeed a GDI limitation.

If it's an option, you might consider using one of the more modern APIs
Microsoft provides for drawing instead? Perhaps GDI+ or DirectWrite?
